Then I give the troublemakers and 18 (by proxy) the edge. Fusion has been shown to multiply the powers of the beings fusing. Goku and Vegeta, went from having their SSJ 2 forms useless against Fat Buu (and SSJ3 a big drain on energy), the weakest of the Buus, to regular Super Saiyan utterly dominating the most powerful version of the Buus in their fused form.

Goten and Trunks not only hit Super Saiyan before their preteens, but trained (not only with family) but in the Room of Spirit and Time, drastically increasing their base power.

18, while strong in her own right, would simply be out of her depth in this fight.

I don't see the kids being able to fuse before they are splattered in the opening salvo since they were apparently only around as powerful as Namek-era Frieza by the time of the Tarble movie, post-Buu.

#18 is a bit trickier to gague here since we don't know exactly how powerful she was at any point between Cell Saga and the Tournament of Power. Super Buu was apparently able to kill her off screen without any notable effort, but he could do the same thing to Perfect Cell as well if he wanted to (see: Dabura, Majin Vegeta). Vegeta claimed that he could have defeated both Piccolo and #18 without going SSJ during the Buu Saga, but Vegeta had no way of actually sensing how strong she was at that time.

Still, assuming that she was at least as powerful as Super Perfect Cell, then I'd still bet on Cell due to his having regen, a more versatile power/skill set, and could possibly devour her again given a bit of bad luck on her part.

IIRC, he only did that to Gohan because Goku (who Cell was designed to be obsessed with) specifically hyped Gohan up, and then Gohan piqued his interest by explicitly holding back out of fear of killing Cell. In addition to Super Perfect Cell being done screwing around and instantly going all out to blow up the entire solar system due to having been smacked in the face by a SSJ2 Gohan-shaped rake, he doesn't know Goten and Trunks at all (well, I guess that he kinda knows and is willing to instantly kill Trunks), they weren't introduced by Goku, and they wouldn't have anywhere near the ki-level of SSJ Gohan.

He only "instantly" killed Trunks after his failed self-destruction. Remember, they actually faced off before, and after, Cell absorbed 18. With Cell 60% mocking and 40% teaching him that his ultra buff form, while quite powerful, was simply too slow and not very agile.

I would phrase it more that he instantly killed Trunks after going Super Perfect for the first time because at that point he was done screwing around and wanted to kill everyone, but especially Gohan, ASAP because he already almost died from listening to his Goku and Vegeta cells. Since this is not a scenario match, bloodlusted Super Perfect Cell would possibly have even less inclination to hold back than he did for the extremely short period that he was Super Perfect in canon, though he may slow down enough to try and devour #18 if he thinks that she could provide him any further boost of note.

Though now I'm wondering if he might have a couple of Cell Jrs. copy the Fusion Dance if he sees the kids do it (and Gotenks possibly have enough raw CIS to override the bloodlust and let them copy it instead of just blitzing the crap out of everyone once fused), and how Super Perfect Cell would deal with a SSJ3+ version of a Cell Jr.
