ISO: An Avengers Issue From the 90's

Hello all,

So there was an issue of I think the Avengers, but it might have been a special, that came out around the time of Onslaught, where the Avengers left behind are trying to figure out what to do and there is a moment when Scarlet Witch (I think), who is the leader of the West-Coast Avengers, snipes at the East Coast Leader (I think was Black Widow at the time) that the East Coast team always has the "God Squad".

That's about all I remember, it may have had a special cover (it was the 90's after all), but for the life of me I can't remember what issue or special this was and it tasks me

Anyone got any ideas they can help guide my collector's soul to get this missing piece of awesome history?
