They were essentially a dark take on the Fantastic Four, which could make sense for a Spider-Man story, but not for recurring villains.

He already has plenty of villains that he's not using. He doesn't need more.

Which is why it's best for the Spider-Office to loan them out to other departments. In exchange, the respective department(Spidey characters loaned to) allow the Spider-Office the opportunity to use some of their respective rogues and supporting characters for a story arc. This would exposed readers to characters who has never encountered Spidey and vice versa. It adds depth that has not been seen...

I wouldn't mind them popping in for maybe one issue, but they are simply not interesting enough characters to become reoccurring villains for Spidey. They have been around forever and they are still pretty forgettable Hulk adversaries. No amount of Spider-man comic appearances will change that. (Honestly, I always briefly confuse them with the "U-Men" from the X-books.)

Did that increase their prominence and popularity?
And as a corollary to that, will simply plunking them into Spidey's world guarantee more than "Oh, they exist?"
