Completely forgot the name of this cartoon

There was this cartoon I used to watch a few times when I was a kid, I forgot the name so perhaps one of you might know?

There were two men and they were like detectives/secret agents (not that it matters, but I remember one them being white and the other one black).
Sadly, I don't remember the names either.

The art style was great as well (well, at least from what I remember). It had an anime vibe, but I'm not sure maybe it's not anime. (I watched it either on Fox Kids or Cartoon Network).

No, that's not the one sadly.

Well, I'm 23 now (born in 1997) and I live in The Netherlands.
It was dubbed to Dutch, but it was either American or Japanese original.
I watched it in the early to mid 2000s.

Well, Japanese anime very rarely has black characters, let alone in a main role. And yeah, the Men in Black cartoon is what comes to mind. But, that was from 1997 to 2001. So, that's not it. So, if you could remember anything more on the series, that would help immensely.

It lasted two years and was in the early 2000s (2002-2004), so it fits what the OP was talking about. If he means another show, I'm stumped, can't think of anything else that fits that specific criteria.
