Steph was Robin for like 4 issues. DC trying to force Steph in as a proper Robin will always feel off.

I think part of it is just an apology for how badly they handled Steph and her period as Robin, that and she's the first in-continuity female Robin so there's significance there.

I guess there are similarities there in terms of Steph's Robin being to Tim what Duke was to Damian.

The difference being that, however short-lived, Batman officially appointed her a Robin and she was his legitimate partner while Duke was more with the WAR kids and not being a Robin in the way the others were.

I'd say that if Stephanie Brown counts, having been Robin for all of 4 apparent issues, then Duke Thomas does too, even if he was a non-traditional Robin.
