Basically this. but, just for fun, let's see. Blue Beetle would honestly be treated just like a gag, mostly because there are plenty of Marvel characters that bring to the table pretty much everything he does (agile crime-buster - Spider-Man, rich inventor - Iron Man and Mr. Fantastic), Judo-Master probably would fit in the world of Shang-Chi and Iron Fist, in what capacity is anyone's guess. Nightshade might have found her niche alongside Dr. Strange, though I'm guessing Marvel would foccus much more on her world than on her (plus, there are many similarities between her story and the New Mutant's Magik). And Captain Atom would probably be relegated to a government stoogie that would give Iron Man or Captain America some trouble. The only one I see that could possibly have caught on at Marvel is The Question. I think he'd have gone the Punisher's road to success (start small, go big).
All in all, I think they were better off at DC. Weisman and Broderick's Captain Atom is still some of my favorite stuff in comics, Nightshade was very well used over at Ostrander's Suicide Squad (another all-time favorite), O'Neil and Cowan's Question is a classic, and, while he didn't rock the world with his own series, we'd never have had the JLI's Blue and Gold if BB had gone to Marvel. Honestly, I truely believe they'd have all gone the way of the Ultraverse (with the possible exception of the Question).

Possibly all the characters would be located in New York, Cap Atom maybe in Washington. Judomaster would be set on ww2 and be left for Steve Rogers flashback stories of his heroic death. It would be interesting to see Question against Spider-Man. Blue Beetle... I think he should be in another city, he is very similar to Spider-man in a lot of aspects. Maybe in los Angeles? Honestly, I think BB at Marvel, would had become a cautionary tale for Peter Parker, becoming the kind of person he doesn't want to be.
Nightshade, maybe member of SHIELD? Don't forget Son of Vulcan, really underused in DC but who would be intersting to see clash against Thor or Hercules.

I think it would really depend on what Marvel writers would have been given the Charlton properties and what they would have done with them. I am not sure if Marvel's writers were noticeably better than DC's at the time where it can be confidently be said they would do better with the properties.
