Almost any Justice League enemy outside of Darkseid.
Despero, Starro, Professor Ivo, Amazo, T.O.Morrow, Kanjar Ro, Doctor Destiny, Felix Faust, various Injustice Leagues, these could all be massive threats under the correct writer (see Morrison with the Shaggy Man).
Maybe not Dr Light, though.

Dan Watters' Azrael was incredible, a constant delight and perhaps too good for this world (but not the Forth). For the love of St. Dumas, DC, give us more!!!
I loved Meltzer's version of Solomon Grundy and wish more had been done with him changing persona's everytime he is reborn.

I can do this awhile longer.
We lost a lot of good golden-age villains when the Silver Age began. At least, a lot of good names.
We've continued to lose villains through the decades...simply because of thoughtlessness.
It's a shame and a waste.
Hell yes. Emerald Empress (dealing with her former conquest of Venegar, or other artifacts like the Emerald Eye), Tharok (and his Dark Men clones and spin-off villains like the League of Super-Assassins, and erratic control of Validus) and the Persuader (and his criminal gang / organization, and possible origin story for the Atomic Axe and other potential ancient alien artifacts like it) each have potential for an entire spin-off arc.
I've got less ideas for Validus or Mano, but I'm sure others can pick up that slack!

Definitely Eclipso. The creature is the former wraith of god and angle of vengeance but we hardly ever see him used to his true potential because he would just be too powerful. I have had the idea for years to really show how powerful he is he needs to shown in the Legions time. Link him to the Dark Circle religion as their god and have him and his cultist start conquering worlds.
