Underrated DC villains that should get more attention?

Not to be mistaken for Boy Toy, who was kicked out of the Super-Villains' Teen Sidekick Brigade because he kept begging Catwoman to hit him with that whip.

Wow, Chick's costume is just terrible. And the Sardine can fly? I didn't know that was a thing sardines were known for. Then again, the amazing power to come in a tiny metal can that opens with a key probably didn't test well with the target audience...

Ooh yes. I love those one-off teams created during the first Batman and the Outsiders run. Force of July and the Masters of Disaster are my favorites.

Something about 'theme' teams (everyone has an elemental or animal power or is themed off the Greek gods or monsters of myth, everyone represents a major arcana Tarot card, or one of the five Chinese directions/principles, etc.) is totally my cup of tea.
