Absorption of F4 powers (Fantastic Four) 9-10?

Definitely shouldn't be a 10. Most of the 10s defeat it soundly. 9 is what it's been added as.

Mark of Cain + The First Blade (Supernatural) 6

It can kill anything in there world like the colt, but grants some extra bonuses like turning into a demon on death, being immortal, enhanced strength, and Telekinesis, immunity to demonic, angelic and magical powers. So it is better then the colt at 5 but I’m not sure if it’s priced right.

Again, this seems low.

I'm not a Supernatural fan, but I do know it was a 6 in one of the old leagues where the upper power limit was comic book Superman. Therefore, it's been added here as an 8, unless anyone with more knowledge than me would like to give some input themselves.

How much did the wand increase his power, and would it work on other super humans, or only those with weather powers?

It didn't boost his powers noticeably as without it he did similar things, it just let him manipulate weather faster and shoot Lightning instantly.

Anybody without powers can still shoot lightning and as a counter it disables weather manipulation to a degree.
