So much great stuff here. I loved all that I selected here, and some of the ones I didn't select, I really liked, just not LOVED.
A few others the make my list.
Alan Davis' ClanDestine.
the 90's GotG series.
McDuffie's Deathlok.
Ostrander and Ferry's Heroes for Hire (perhaps one of my all-time favorites from Marvel).
DeFalco and Ryan's FF (IMHO, very underrated)
Gruenwald's Quasar.
PAD's X-Factor .
And so on. I'm sure I'm forgetting some. The 90's had some excesses, of course, but it sure hade a lot of good stuff also. I can't think of even half this stuff that I've enjoyed as much in the last 20 years.

No, though it did start in 1989, by the time Walt is both writing AND drawing his run (#337) the comic has a 1990 date. I forget how much the publishing date is ahead of when it would actually hit the stands, but regardless the majority of Simonson's run was in the 90's.

Marvels is a diamond in the rough. It's both a beautiful story and great introduction to the Marvel Universe at large
I can recommend this to anyone as a first time read
Also Todd McFarlane's Spider-man, it's poorly written but that art is fantastic.
