I would go for some of the 80's and 90's stuff. The Epic Collections give you so much in each trade. I am a huge fan of the era when Cap had a life and friends as just Steve outside of being Cap 24/7. Todays writers focus so much on him just as Cap they ignore the Steve part. Writers like Roger Stern, J M DeMatteis, and especially Mark Gruenwald knew how to strike a good balance between his time as Steve and his time as Cap.
Epic Collections:
9 - Captain America: Dawns Early Light - collects 247-266
10- Captain America: Monsters and Men - collects 267-285 Annual 6
12- Captain America: A Society of Serpents - collects 302-317
13- Captain America: Justice is Served - collects 318-332 Annual 8
14- Captain America: The Captain - collects 333-350
15- Captain America: The Bloodstone Hunt - collects 351-371
16- Captain America: Streets of Poison - collects 372-386 Annuals 9-10

In agreement with you about Steranko. Truly an artistic legend (IMHO):
Englehart's Secret Empire has it's moments, and Englehart's version of Cap from that event was the one that appeared in...
Avengers Forever
A solid run, to be sure. The return of Baron Zemo (Helmut) is a definite highlight:

The Englehart, Stern, DeMatteis, Gruenwald, Waid, and Brubaker runs.
I guess Tom Jason does absolutely nothing else of consequence.
Chances are you've read a comic or two (or hundred) written by J.M. DeMatteis
