I would have said Bishop but Bishop is African American. Though Arnold in the MCU? Are we talking of hard ass nail tough Arnold or Kindergarten Cop Arnold? Considering the closest thing Hard ass nail Arnold came to be in a comic film is Terminator which was very similar to Days of Future Past. I think Arnold is way too tough to be in the MCU, He belongs more in the Marvel X-Men/Netflix world.
That been said, if he wants to act all Mr Freeze again. He would make a good GOTG or Thor Villain as those are the more very light hearted extremely colourful comic bookie stuff that lean the most to comedy, which is what Freeze was.

Arnold is a hard ass? Even in Terminator films the guy is a one-liner machine that I find hilarious whenever he's on screen but maybe that's just me. At times he may be dramatic like at the end of T2 but he's not "too tough" for the MCU. FATWS proves MCU can be serious when it needs to be.
How has no one mentioned Hercules yet?
I feel like something in GotG is too easy, after the bit with Stallone in Guardians 2. He'd be a fun voice for Galactus, while we're at it, but I think he'd take the audience out of the film.
I expect if he was interested they'd find a role for him somewhere.

Arnold would be great as the voice for "Howard the Duck". Not only would it be hysterical but it would be a career defining role for him & he'd be able to do it forever.

Arnold's a much better actor now than he was when he was young, he would be great as Red Ghost for sure.
