Could you explain this please? Who's Bomer and how/why is this tradition?

Matt Bomer. He is Larry Trainor on the Doom Patrol streaming series.

He played Clark Kent in Superman: Unbound and that movie opens with Clark having relationship trouble with Lois stemming from his commitment and the final scene is him proposing. Sound familiar?

Ah. So a voice actor connection. Yep, two DC films that end with him proposing. Although no one's love interest died in Unbound.
...hasn't Superman proposed to Lois in like 3 animated films now?

Oh sure, but he's only voiced a character twice and his arc was the same in both so it's just a thing to poke fun at. I mean it in good nature, I think he did a great job both times.

Oh I wasn't saying anything negative - it is kind of a neat fun bit of trivia. He did do a good job in Unbound, and I'm sure I'll see the new movie in a little bit.

Alan Scott and Ted Grant (Wildcat) were supposed to appear in the movie but were cut.

Have there been instances of a white character having their race/ethnicity changed to anything other than black?

Richard Dragon was portrayed as Chinese in the recent animated movie but that was actually his ethnicity in Denny O’Neil’s original novel, so it was kind of just bringing the character back to his roots.

Just recently Supergirl was racebent to a Latina woman for the DCEU, so it does happen.

The original version of Karate Kid from the LSH. He was drawn to look Caucasian when introduced in the 60's, even though he was supposedly biracial (Asian father, Caucasian mother). In the early to mid-70's, around the time DC gave him his short-lived own book to cash in on the martial arts craze, artists started drawing him to appear decidedly more Asian in appearance (Mike Grell specifically drew him based on Bruce Lee's appearance). By the end of the 70's, after his title was canceled, and into the mid-80's when he was killed off in the LSH's Baxter-paper book, he was back to being drawn to look Caucasian again.

Lana Lang was played by Kristin Kreuk who is half-Chinese on Smallville, and by Emmanuelle Chriqui who is Moroccan Jewish on Superman & Lois. Maggie Sawyer was Latina in the Arrowverse. There's the Latina Supergirl and the Riz Ahmed-based Constantine they're apparently looking for. Noah Centineo who'll play Atom Smasher is of mixed Puerto Rican descent and I guess Mercy Graves also counts since she's been anything from white to black to Asian to mixed-race Indian.

Noah Centineo is half Italian/half Dutch, but he also stated that "there's Puerto Rican somewhere in there." So this means that Noah Centineo is European aka white. Both Kristin Kreuk and Emmanuelle Chriqui are white-passing.

Okay but those versions neither resemble the characters in the comics, nor are they played by black actors, so they should count as characters who were changed to something other than black.
