Ah, to be fair, I interpreted it as you did, that the pendant was a thing to make someone a Vengeance Demon (if they met D'Hoffryn's strict criteria anyway). I just left it alone because in addition to the requirements to BE a Vengeance Demon, she only seemed to be able to use her powers (at least all the cool reality warping ones) when a female who was hurt by someone was wishing for Vengeance.

I mean, we DO often put "the thing that grants the superperson their powers" rather than just saying "become XX Superhero".
