If I was Duggan, I would rationalize it as decimation getting Shiro to care more about what's happening with mutants. maybe Wolverine telling him he would be on the same team as Wanda and secretly keeping an eye on her
I know Sunfire wasn't present through much of the Decimation era but I'm sure lots of mutants that were left felt some kinda culture shock or loss from it even if they weren't with the X-Men 24/7.
Same for Krakoa, but the reverse effect. Huge extinction and population booms centered around a group of mutants, even if I didn't necessarily like an organization, I would still like to know what's going on.

Oh there's also another possibility, though it's about as far-fetched.
Sunfire could want his sister back. We don't really know how close they were but I can't imagine him not caring that she died.
I suppose it’s not impossible Japan and Krakoa have a very good relationship so Shiro doesn’t feel like he has to choose one over the other
Did Japan try to strip away his powers with "a cure" like a bunch of other countries? (I am not talking about you poster I quoted) People really need to remember that couple months before Krakoa the X-men disappeared and a bunch of countries in Marvel implement a cure and mutants all around the world was being hunted down and killed. Krakoa wasn't going to be a hard sell to any mutant.
The Maraurders is Hickman era. The vaccine stuff happened during Disassembled in Rosenberg's run. I dont remember that being a global effort but something that US legislation tried to pass and went through under the leadership of that American general that Rosenberg kept trying to make happen whose name I cant remember
Shiro is in dire need of a story to make him likeable. Which doesn't mean he can't be an ******* anymore, just a more fun one to read about. I didn't really enjoy him in Remender's Uncanny Avengers so I'm hoping Duggan has something cool planned for him on the level of what Hickman just did for Synch.
It doesn't make sense for every country to treat mutants the same way.
