Hector Hammond strikes me as a frightening villain that doesn't get enough play.
Given his body-swapping capabilities, The Ultra-Humanite should be the makings of an Orobourous underlying the entire DCU. He can be anywhere, wearing anyone's body. All manner of evil should be laid at his feet. He should be everywhere, with a hand in everything. DC's own Kaiser Soze. Constantly thwarted by the heroes, but patiently waiting for the one win that sweep the game.
