The death of Sarah Essen hit me like a kick to the balls.
"My name is Wally West. I'm the fastest man alive!"

- Supergirl dying in Superman's arms in "Crisis"
- The "Venado Bay" issue of "The Legion of Superheroes". Rokk recalls his time during the Braal/Imsk war after Imsk set off a bomb that negated their natural magnetic powers and caused a lot of his comrades to explode. As Rokk talks about being near delirious, we get to see that he actually ran into Salu and he's the one who takes out her eye, leaving the scar on her face that we've seen the whole time, but never knew where it came from and why she never had it fixed. Now we know. The part where she's just lost here eye, yet pleading to her comrades to not kill Rokk always gets me.

No particular moment in mind but Superman: Secret Identity is one of the most intimate DC comics I've read. The contemplative guy getting some perspective on life, by floating way up in a city, or in space. Life as a canvas you know.

The scene when Saturn Girl meets Validus for the first time.
I think the JSA are underrated when it comes to poignancy.
Off the top of my head:
-JSA Classified issue where Alan is mourning the loss of his daughter Jade but meets her ghost after an incident where Vandal Savage tries to steal his power using magic. However, it's at the expense of a kid whose life force is being sapped so Alan is forced to severe his connection to his daughter. The issue actually ends on a hopeful note with Alan coming out of his funk to celebrate Christmas.
-Death of the original Black Canary in Secret Origin #50. Especially the scene where the Spectre leads her into the afterlife and the closing monologue 'tonight the Canary weeps'.
-Another one from Classified, Ted Grant loses his boxing skills thanks to a machine and Alan helps restore it through the POWER OF FRIENDSHIP.
Ted Knights memorial service in Starman. Jacks speech gets me every time I read it.
The scene in Identity Crisis when Bruce and Tim are racing to save Jack Drake and you just know they won't make it in time. Breaks my heart.
A different type of emotion...happiness and pure excitement Flash vol 2 #79. When Wally realizes his full potential and kicks the crap out of Thawne I was jumping out of my chair. "You're no Barry Allen!" Love it.
I'm sure there are many more but I can't think of them now.
Now that you've mentioned Flash Vol 2:
-Wally thawing out Linda out of ice and both of them going 'you're alive!' to each other. Wally was lost in time and Linda wasn't sure he was going to ever come back.
-Linda's speech to the citizens during the Final Night tie in issue.
