there is still the question of corruption, organized crimes based on other demands that are not purely related to money (drugs, human trafficking, torture porn etc...). You have a naive mind to think motives for committing crimes are always purely based on money.

That might serve as a solution to street level crime but doesn't address the Arkham crowd, which probably is a factor as to why Gotham is in such financial dire straits.
I don't even like modern Batman but this always came off as a dumb "gotcha" question.
It's 'cause it'd be a very boring comic if 80s years of Batman was Bruce in meetings going over how much he's donating to which charity this month or in meetings he has with municipal poverty programs.
Bruce does use his money to help Gotham but even Bruce Wayne doesn't have enough money or power to get rid of poverty. That would require an overhaul of the nations systems, polices and more. Capitalism needs the poor and poverty. Gotham is a city. Part of a larger whole. Not to mention that crime isn't just a result of poverty

Like others have said, there's only so much that his money can do when the city itself is just.....naturally corrupt and wicked. The most he can do as Bruce and as Batman is mitigate some of that. But he can't outright cure it. Poverty is the absolute least of Gotham's issues.
A better question would be why doesn't Bruce push for a large and free Social Security for all, and that sort of policy instead of being a billionaire philantropist, you know ?
Bruce has always been written to give plenty to charities. As for "some kind of welfare program", that's not exactly specific or detailed. But to give you an idea of what we're talking about here, let's say Gotham is a city of 5 million people, and let's say Bruce can liquidate his assets enough to have 50 billion dollars of cash on hand to give away. Do you know that means he can only give each Gothamite $10,000 each? That's helpful for sure but is not going to solve poverty long-term, and Bruce can only give away his fortune once.
The problem with "getting rid of poverty" is that you have to come up with something sustainable.
