It'll be interesting if Billy finds out SWORD kept this from him, because they rightfully thought murdering a member of Teddy's family would hurt their diplomatic chances.

Exactly. Unfortunately, I expect that what happens to Wanda is what brings him out of limbo again. Even Marvel can’t pretend he wouldn’t seek vengeance for Wanda.
