Avengers are dealing with two members that have the Phoenix force and the Starbrand. I think they are trying to make sure the planet doesn’t get destroyed by accident.

One with the Starbrand is a 10 year old who was raised by Rocket in an AU. With his attitude in a very young mind I would make sure Brandi doesn’t lose control before letting her go fight and we all know how volatile hosts of the Phoenix Force can get so this isn’t something as pressing a button an everything is okay. Though we are getting off topic so I’ll leave it at that.

Off topic, but nobody is provoking them Cap is being cautious cause of the Phoenix Force past actions even before the AVX disaster that was more self inflicted honestly. Though the Starbrand has destroyed countless planets and it’s now apart of a child with a very explosive temperament.

It's difficult to talk about the actual characters if they widely behave out of established personalities, characterization and moralities because the meta elements enforcing them to do so.

Basicly there is a point where as readers you can't justify something from in universe stand points anymore and just have to accept it as bad writing, hoping it stays forgotten eventualy and isn't brought up again by future writers (while it's unavoidable that some fans will use mis-characterization for tribalist arguments).
