Considering what happend in this series so far, Jubilee might be averse to ever let him out of sight again, which does not bode well for how the kid might develop eventualy.
Though judging by how children grow up in super hero comics, unless he is thrown into a dimension where time runs faster so he comes back as adult, he either will never grow up or get eventualy handed to someone to get written out of Jubilee's life.

Also judging by New Mutants, child care service in general does not seem like a concept the Krakoan society or government has any interest in.

But i agree, there must be some trustworthy mutants around who aren't invited and could babysit him.

Just give this kid back to his Dad. I don’t care if he’s evil. This whole “Jubilee as a mom” act was cute for that first arc it was introduced. Now it’s hindering her character. (IMO)
