-- Doctor Doom, full-stop. Has the capacity and virtues of great heroism and great good but several personal flaws and social and political reasons, as well as bad luck, prevent him from becoming a hero.

Doom hands down. He could be the hero! So. Many. Times! And he knows it.

Two-Face is up there for me but still Dr. Doom.

I think a couple nice outliers are Magneto and Mr. Freeze.

Bizzaro. Kind of always saw him as disabled in a way and this is removed from the ties to any Bizzaro world there have been ties too in past stories. Not sure where he stands now, I know he's had several minis over the last 20 years.

On top of that a clone wouldn't necessarily be pretty, like a Conner but he would be used nefariously.
