She took Hugo Strange's shtick for herself. If he ever shows up he'll have to stick to monster men.

Well...Monster Men is much more apt for a Golden Age-inspired Hugo Strange, so that's fine.

It took me several weeks to finish watching all episodes and yep I wasn't impressed by any of it and don't really care for the Joker teaser at the end, part of it has to do with my distaste of Bruce Timm's designs, seriously for a show free of network restrictions I expect much higher class of animation maybe akin to the DC animated movies during the Nu52 era.

Also why did it take three years since the first announcement of this POS to air?

Because WB was auctioning it off to the highest bidder who then decided when they wanted to release it.

Also free of network restrictions does not equal higher animation budget. New52 was already a step down from the previous animation of DC films and YJ S1 even. Animation nowadays is on a TIGHTER budget than ever.

For the record most of the character designs were by James Tucker.

Because animation takes a long time to produce. Also, James Tucker and Derek Charm designed a lot of the characters.
