Which villain(s) could headline an event?

Speaking of dangling plotlines from 90s Spider-Man comics, how about bringing back the Great Game, basically an underground superpowered fight club with wealthy observers betting on and sponsoring the participants?

That was actually a cool idea at the time. It was basically Marvel's answer to Roulette. Most of the participants have been off the board for years too - Joystick, El Toro Negro, Polestar (still dead I think), Rocket Racer, Prowler, Chance, Rhino was even in it.

That idea seemed to come and go with Defalco.

I think it's too late to revisit those.

Would have to be a new Robot Master, since Mendel Stromm is pretty much done for after bargaining with Kindred and coming out on the worse end of that deal near the beginning of Nick Spencer's ASM run.

Nah, he's not a "big event" guy. He could work for someone who's a big event guy, but he's not one himself.

To be a big event guy, you need to have big event types of ambitions: a grand heist, taking over the world, stuff that would justify it taking more than two issues for the hero to come in and stop them.

Many multiparter issues in Spider-Man are less events and more like gloried MOTWs. It took Peter like 5 issues to defeat the Freak, but that doesn't make Freak a BBEG.

Big events are typically defined by their reach in the mythos and premise of the story.

Could be akin to Batman Eternal over in DC, where the villain turned out to be Cluemaster, who had gotten surprisingly intelligent and deadly and was counting on Batman underestimating him to get away with his scheme.
