Are the Quiet Council the 12?

Not counting Cypher, the Quiet Council has 12 seats. Now that the books are incorporating the Destiny Diaries, will they also bring in the idea of the 12?

Pardon my poor grammar. It should be “Is the Quiet Council the 12?”

The Quiet Council are just Krakoa's government, with people rotating out all the time.

Hickman's concept of Omega mutants, on the other hand, I feel is ultimately similar to the original conceit of The Twelve, especially given the current focus on technology vs mutants.

I wouldn't be surprised if Hickman does something with the Twelve being a mutant circuit and that while the twelve mutants in the story arc by Davis were a twelve, they weren't The Twelve but rather that was just Apocalypse co-opting that mutant myth for his own schemes. Maybe the real Twelve will be the ones who save the day at the end of Hickman's arc.
