Pretty much. He was such a huge player in the 90s, his own run almost 150 issues, Infinity series, etc...yeah.The problem is that he is either 1. A free agent, 2. In service to Galactus or 3. Acting as a emissary for a higher power. Most of the stuff you can do with him has been done.
Nice perspective. The Surfer was Stan's soap box to address philosophical views of "what's wrong with humanity?", he viewed him as a somewhat spiritual (Messianic?) character. You might be on to something. Ewing was amazing on Immortal Hulk. He very well could be that guy.In saying that, given how Ewing wrote Immortal with philosophical and religious quotes/readings, he would be just the man to do a knock out Surfer ongoing.

Don't know if it counts but Bruce was 'cured' for about a year a while back, and the Hulk titles were pretty much taken over by Red Hulk and Banner's son Skaar as the main Hulks while Banner mainly did technical support and tried to stop the Red Hulk...and Cho took over when Banner was "dead".

The key difference between the Hulk and other heroes is that his conflict is largely INTERNAL (himself) rather than EXTERNAL (villain of the week).
Like Constantine over at DC, the character can work with heroes, but largely functions well when the focus is on the character and his internal strife.
Also like Constantine, Hulk's reputation precedes him causing him to be judged and limiting his "contributions" to the larger Marvel U. Sure, he sits high up on the most smartest lists, saved everyone multiple times (Secret Wars, Onslaught, etc) but because of how he's perceived he doesn't get credit. His green skin also serves as a metaphor for society if you so choose with those in power keeping him down.
