Her first appearance (as just "Ma Hunkle") was in the Scribbly feature from All-American Comics #3 (June 1939):


In issue #20 (cover-dated November 1940), Ma first becomes the Red Tornado.

There was also her (brief) appearance in All Star Comics #3 (Winter 1941)


And the character was again mentioned in Justice League of America #64 (August 1968) in the story "The Stormy Return of the Red Tornado!"


Later on during the two-issue story it was revealed that the "new" Red Tornado was a robotic construct designed to defeat the JSA.
