Among others:
-- Lee/Kirby's MANGOG which has Loki take over as leader of Asgard and establishes an insecure and vulnerable side to him, someone who is more comfortable scheming than ruling outright.
-- The Avengers #1, where Loki creates the Avengers inadvertently.
-- Walt Simonson's THE SURTUR SAGA which has the earliest seeds for a redeeming side to Loki.
-- Amazing Spider-Man #503-504, which has JMS portray Loki in a friendly light by having him pal around with Spidey, in two issues co-written by Fiona Avery. This was many people's first introduction to Loki at least before Tom Hiddleston came along.
-- Al Ewing's LOKI AGENT OF ASGARD.

I'd also recommend JMS's Thor run. Loki (who had then taken the form of a woman) has a plot to move the Asgardians from their temporary home in Southwestern U.S. to Latveria. It did not go well. I think Doom and Fem-Loki made an interesting alliance. They were also a part of Osborn's Cabal.
