Heroes with rogue’s galleries are better franchise material then heroes without.

People say that about comics GA, so I'm not sure how much I really care about that criticism.

In the comics though, it doesn't really apply. Leaving aside the jokes about the arrow cave/arrow car, Green Arrow doesn't fight many Batman villains and has no developed relationship with his mythos. The closest he has is Merlyn, who was a member of the League of Assassins, and who went a long while never fighting Green Arrow

Every hero has some rogues gallery. But I mean notable villains. Maybe not Joker level, but at least Killer Croc or Captain Cold level.

In the live action, CW series though, they seemed to graft any part of the Bat mythos they could onto Ollie. Which is sad, as a social crusader hero would have been cool.

Rumor is that they weren't allowed to use Batman on the Smallville show, so they leaned more and more into GA being a dark vigilante. But considering the Mike Grell 80's run, it wasn't that much of a stretch.

I mean. Ollie and Electrocutioner have history, so it's not that far off. Sometimes villains become part of another hero's rogues gallery. It's normal.

Not much of a history. The only Green Arrow stories he's been involved in are Rise of Arsenal and Fall of Green Arrow.

It would be like calling Minister Blizzard a Batman villain because of his appearance in Batman Annual #1.
