I mean. Ollie and Electrocutioner have history, so it's not that far off. Sometimes villains become part of another hero's rogues gallery. It's normal.

I absolutely agree with him being a Batman rogue, though. I'm not really too sure villains become part of another rogues gallery, but they can certainly face other heroes, definitely.
