Conceptually, Hank Henshaw would be a great foil for Clark, like his version of Doc Ock.
I think the real problem is that all the villains who look exactly like Clark feel cheesy. If Hank adopted a different suit and had a face resembling his own, he might've been a more obvious modern villain. Someone as strong as Zod but not Zod again.
