It was always a weird costume because it didn't look like a goblin. It's aesthetic is Warhammer 40k, or "The Harpy" from Ewing's Immortal Hulk.

It also doesn't help that this is technically the "reanimated" Ashley Kafka from Clone Conspiracy, who was brought back in last year's Ravencroft miniseries and revealed as a pawn of the new shady clandestine government organization J.A.N.U.S. created in the wake of S.H.I.E.L.D.'s downfall, which backed the reopening of Ravencroft for its own agenda and had Norman Osborn as one of its agents there. Come to think of it, you'd think now that Norman's been "cleansed" of his sins, he'd want to confess to (and make amends for) all the evil schemes he had planned, maybe drop a dime on J.A.N.U.S. while he's at it.
