I have no idea what the 'real' definition would be, or the Marvel definition, in any event, but based on the root words, it should mean movement of machinery, yeah.
Technically a 'cyberpath' like Trinary, Network or Milan can also appear to be 'moving machinery' in that they can order the machine to move under it's own power, and if it is something like a giant Sentinel or a car that can do so, it will 'move' appropriately, but an actual technokinetic could animate something that couldn't move under it's own power, like make a telephone cable wrap around your neck, or maybe even alter the shape of something so that a chainsaw grows a tiny pair of legs and chases you.
Like how 'telepathy' in the Marvel universe encompasses mind-to-mind communication (actual 'telepathy' by the usual parapsych/sci-fi definition), mind control (Karma's whole power), psychic illusions (Mastermind's whole power), memory erasure/alteration (Beautiful Dreamer's whole power?), astral projection (Trance and Scanner's whole powers), instant translation (Cypher's whole power), skill absorption (Prodigy's whole power), instant teaching of skills/languages, etc., *a dozen or more* different 'super-powers,' so to do technokinetics and technopaths kind of get sloppily defined at times. Cause, ultimately, it's all made up hooey anyway, but these days there isn't a 'Handbook to the Marvel Universe' to let the writers know what the characters are actually supposed to be able to do.
