I would love Lobo to get a film, but he needs to be able to play off of someone, which is where he truly shines. Perhaps a non-Snyder directed Superman or something.

To me a Nightwing film feels like a no brainer. The heir apparent to both Batman and Superman. License to print money.
I think the Question could be a good candidate given our current cultures obsession with corruption and conspiracy theories.
And I know he’s already had a “movie” which flopped, but I think Steel has so much potential. I’d put him across from Lex Luther and show the positive and negative impacts of Superman on the lives of humans using both of them as examples. One is inspired to do good and help his fellow man, the other is driven to prove why Superman is a threat to the detriment of others.

You are my favorite thing, Peter. My very favorite thing.
A Michael "Mr. Terrific" Holt film seems like a winner to me. Basically an Indiana Jones as a super scientist joint.
