At what age should Bruce Wayne come back to Gotham and put on the cowl for the first time?

Mid-20s. That gives him enough time to train beforehand, but also gives the chronology enough time for him to age as time goes on.

He should be believably a father figure to Dick, Jason, Tim, and Damian, so that's almost another 20-years of Batman tenure layered over that original chronology. That would place him in his mid-40s now, which is reasonable.

Both Post Crisis and New 52 place him at 25 and I don't really have a reason to make him younger except if we want to make him younger in the present

Like in Bronze Age, by counting backwards, he should have Dick by 22, but past training years weren't as long or insane as the present

An argument could be made that most athletes don't start at that age. They reach their physical peak after a couple of years of experience. Lets use boxers as an example, most of them are already professionals in their late teens.
