Define "favorite" in this case . . .

Sometimes, with government agencies, they can be "good guys" or they wind up being the biggest pains-in-the-neck if not outright villains around.

I have thought for a while now that all the agencies should really be combined into the DEO. Each branch would handle a different speciality. The heads of each group would make up the council of the DEO who would report to the head of the DEO who in turn would report directly to the president.

ARGUS - Weapon research and development - Director: Sasha Bordeaux
SHADE - Paranormal research and containment - Director: Uncle Sam
Cadmus - Genetic and biological research - Director: Paul Westfield
Checkmate - Joint UN investigation task force - Director: King Farady
Task Force X/Suicide Squad - black ops teams - Director: Amanda Waller

Head of the DEO - Mister Bones with Sarge Steel as deputy director.

I voted for Checkmate, but I prefer it with no superheroes.
Maybe super-agents without flashy costumes, names or major powers. Like SHIELD or Silver Sable's Wild Pack.

Checkmate just has the makings of a good spy-thriller type comic. Chess has been often linked to spy tropes, usually through symbolic icons and images.

I think it would also do really well as a paperback book series if they were to put the right writer on it and focus on two or three core characters.

I really love S.H.A.D.E.! DC has such a great supernatural world and the idea of a govt agency focusing on the paranormal with their top agent the streampunk super soldier Frankenstein is just so much fun!

I think the Supergirl show had a good idea with making the DEO the agency that focuses on extra-terrestrial stuff. ARGUS and Checkmate already handle the superhero/villain side of things.

Cadmus should just be an independent organization (with some strange ties to the New Gods and all things Kirby).

Kind of the same feeling here.
Liked the original Checkmate back in the late 80's, but I'm bored to tears with government agencies that are nothing but arrogant anti-meta/hero antagonists for the heroes. The stuff with Cameron Chase and Bones in the Infinite Frontier is unbearable for me.

Probably the DEO, I really enjoy seeing Director Bones appear in series like Manhunter and JSA.

Checkmate and DEO got my votes.
Like Lee Stone said, preferably without the super-heroes. (It doesn't need them - although I'd love to see Roy back in a big way.)

DEO got my vote SOLELY for Bones, Chase & Kate. I'd read an Andreyko penned book with those three and be a VERY happy camper.

When well written and differentiated, I like them all. That seems to rarely be the case though...
