Realistically, for in-universe reasons, it just makes sense for there to be govt sponsored super teams. Everyone has motive to recruit super-powered individuals. In theory the US version is SHIELD, but in practice it's the Avengers.

Like Alpha Flight, most of those organizations are happy to recruit mutants.... unless they're lunatics like Omega Red.
