The current canon explanation is that he was a former S.H.I.E.L.D. agent who took a HYDRA-invented serum that enabled his brain to record any movement he could see into his muscle memory for him to replicate perfectly, but at the cost of gradual amnesia, as his memories of his own life faded with each movement he copied into his muscle memory. I wouldn't mind if Ben Grimm is retconed into being a mutant. His appearance due to the mutant gene mixing in with the radiation from Space, making him something of a hybrid. But I understand that change would be largely unpopular.
If they do that however and Franklin returns to being a Mutant, I could imagine the issues where Ben and Franklin bond over being mutants.
