I don't think it's self insert. Dick is probably one of the most sexualized male characters in the Big Two. Probably ahead of even MCU Cap and Bucky.

It's both. A lot of people use Dick as a self insert with his arc growing into Nightwing under Bruce as a metaphor for being raised by stern father figures and stuff. Dick is popular for a lot of reasons.

YJ Kaldur/Starfire- it's a change of pace.

Vibe/Stargirl- I thought they were cute when they interacted in his New 52 series.

Mister Terrific/Zatanna- opposites attract

Vixen/Jace Fox- they could be DC's new power couple.

Sideways/Miracle Molly- he's a bit bland so him getting involved in Miracle Molly's movement is a way to shake him up. It makes use of the fact that he is from Gotham.

Impulse/Misfit- they are both exuberant characters and Misfit is a teleporter so she can keep up with him.

Kid Jon should have a one-sided crush on Crush. (Pun not intended.) Kid Jon is wholesome so him falling for Crush is a way to shake him out of it. Plus everyone's reaction would be funny.

I love that Zatanna / Mister Terrific idea. The Harley Quinn one could be fun, but I can't picture DC breaking up Harley and Poison Ivy in the near future.

Black Canary and Superman
Dinah would be good for Clark, as someone who would keep him on his toes, plus take no crap.
They already have a certain chemistry, it wouldn't be a huge jump. It might make Superman interesting, if they were together for a while.

Snapper Carr and Supergirl
Snapper Carr has gone through with a whole gamut of poses over the years. Carr would have to be a little wholesome for Kara.
Kara could use someone who can get her away from her vanilla ice cream world. Introduce a dose of reality.

Lana Lang and Hawk
This would require Hawk and Dove to part. But Hank and Lana would be a good fit with each other.
Both know what it is like to deal with the bumps and bruises of life. Both have a lot of fire.
Of course, different versions of Lana have appeared over the years, but the full octane Lana would be fun with Hank.
It would be a joy to see.

For obvious reasons this paring will never happen at least not in continuity and would still probably be met with controversy even if done in an elseworlds book.
A pre Question Montoya working as a police detective having a relationship with Batman could've been an interesting concept to explore. How would they she deal with Bruce being a Vigilante and how would being with him impact his job? Would he try offering training and role in his operation and would she accept? Both have very different backgrounds, she being a daughters of immigrants and him being the last heir of a billionaire old money family. You could do a lot with it honestly
