I'm not sure how that would have changed anything unless it meant that Guy was closer than Hal and he would've ended up with the ring. The ring chose Sur's successor from all earthlings so it shouldn't matter where it landed. Unless there are other implications you were thinking...?
Unless both Hal and Guy were closer than an equally worthy Amazon in non-What-If continuity. If nothing else, the notion puts a serious spin on Star Sapphire. That's before we even talk about the idea of Abin Sur, rather than Steve Trevor being the first male on Paradise Island.
All told, this makes for a pretty good Elseworlds.
The real world reasoning is that they didn't think of it and the writer of his 90's ongoing was a known homophobe. The in-universe reasoning is that he didn't realize it until much later because sexuality is a process of discovery and Tim being bi does not contradict any of his previously established history.

The idea here is that if Carol Ferris was a better fighter, perhaps Hal would have to get more.... creative to beat her. Perhaps even finding a weakness of the Sapphire equivalent to how GL rings didn't work on yellow back in the day.

Ooh, that would be a funky way to fold the Earth 2 versions of those characters into a totally different sort of Earth 1 (where Clark went through the journey that Jon is going through right now of assuming the mantle of Superman, Bruce followed in the footsteps of his father, etc.).
Things go more or less as they went until the Kryptonian Battlesuit showed up in Metropolis Harbour.
Steel, Superboy and Matrix Supergirl go to Coast City. Hal Jordan shows up and beats Mongul. Eradicator doesn't have to jump in to save the real deal Superman, so he can focus on beating the Cyborg. I think that between the five of them, they can beat Hank Henshaw - especially if they use all the kryptonite fuel lying around.
Luthor might be able to snag some of that kryptonite. I think in canon he almost did but Superman to swoop in to save him from something. Don't remember if it was the real deal or synthetic.
I think Steel and Superboy kind of share the mantle and protect Metropolis. Steel might go to DC and abandon the S shield for a while until he sorts things out there, leaving Mae and Superboy to protect Metropolis. Eradicator never assimilates the personality of David Conner (he wans't David, he just took the personality), but after all that happened, he probably leaves to go around and discover what it means to be Superman, becoming one of the outsiders for some years.
Superboy never goes to Hawaii because he feels Metropolis needs him (I don't remember why Tana Moon left tho, she might stay anyway).
No Clone Wars because without Superman and Lois' interference, Lex gets a cure through a remade Bizarro. Clones start dying but Cadmus heals them anyway. Lex Luthor II is still a thing and considered a good guy.
Lois continues being a widow, she might leave Metropolis due to all the memories. I think Lois would be an excellent candidate for Star Sapphire in the future, as Carol's backup.
You can even make Jor-el assume the mantle of Jonathan kent, marry a beautiful farm gal named Mary Kent, and give birth to Clark Kent
