Amalgam Universe: Milestone/DC: World's Collide Edition!

Imagine: you work for DC and they decided to do a modern remake of Milestone/DC: World's Collide, but this time resulting in a new Amalgam event. what would be your pitch for the Milestone/DC fusions? What would they be named? What would be their Amalgam backstory?

Tactile *electrokinesis*. He can generate a powerful electrical surge, but can't throw lightning bolts, he has to touch his target, or a conductive surface, or channel it through a metal whip or staff. He can also internalize the electrical current to enhance his strength and speed far better than Black Lightning, making him incredibly fast (not Flash fast, but fast enough to smash his way through a room of armed gunmen without getting shot) and strong (again, not Superman strong, but able to lift and throw someone his own size one-handed). Combined with the powerful taser-intensity zaps when he punches people, his blows should be fairly brutal against normal folk, and able to ramp up against super-threats (using current that would kill normal humans when facing monsters or robots or whatever).

As for who his 'other dad' is, I'd want to go with Black Lightning's version of Lex Luthor, Tobias Whale, but I could see issues.

Like the tactile electrokinesis idea. That said, if it's a Static/Superboy amalgam, and the DC side of the clone origin is Black Lightning, then shouldn't the other "father" he's cloned from come from Milestone?
