Splitting the difference between Palestine and Russia, I'd made her Kazakhstani, and have the origin of her winged armor be alien tech salvaged from a UFO shot down during the Soviet era. It puttered south into Kazakhstan before crashing, and her family attempted to save the surviving alien, but failed to do so, but instead hid the remains from authorities who would have taken them away, a generation later, she managed to cobble together the suit from scraps of the ship that remained, and wearing the alien tech and it's unshielded power source unlocked a metagenetic response that gave her weak magnetic powers, mostly over the metal of the suit itself, allowing her to send the metal blades of the wings arcing out individually to strike distant targets, reinforcing it against attacks, flying and increasing her apparent strength (tactile magnokinesis?).
So keep the tech coming from an alien source, and keep her having some inherent metahuman powers as well. Call her Red Iron (because the metal is red in color).
I would pitch a comic called Kobalt Akademy. An amalgamation of Kobalt and Young Justice. The premise is that Kobalt and his wife Clover, two veteran vigilantes from the Dakota verse, open up a training center for sidekicks and teenage metahumans.
