Specifically the definition states that an omega level mutant is one whose dominant power is deemed to register - or reach--an undefinable upper limit of that power's specific classification.
Then we had the example using both Magneto and Forge to explain why Forge isn't considered one - Forge can be surpassed but "while the upper limit of Magneto's power cannot be surpassed in any measurable fashion".
Forge and Magneto are the most powerful mutants of their power types (technopathy and magnetism respectively)
However the upper limit of Forges powers can be hypothetically surpassed (and has) while the upper limit of Magnetos power set cannot be surpassed in any measurable fashion.
That is the two key important points in the example given. The fact that they use the word hypothetical as well is key.
Its a bit like One Piece Logia, Paramecia and Zoan. Only specific power classifications can be in the running for Omega.
Magneto is a logia, while Forge is a paramecia.
In other words despite Forge being the most powerful mutant technopath, no technopath can be Omega because its theoretically possible to conceive a limit to technopathy. And this has been demonstarted by mutliple humans
Just like no mutant basket weaver could be an omega or Caliban (mutant tracker) could be an omega cause a machine can and could hypothetically do the same or better even if Caliban was boosted to sense mutants across rhe galaxy Cerebro could theoretically do the same.

So you are wrong forge is not the most powerful technopath he is the most powerful mutant technopath. He not being omega gas nothing to do with technopathy as a power it simply means that forges power has upper limits. If there is a mutant born with unlimited or immeasurable technopathy? They would be deemed omega level. Until then no mutant technopath has undefinable upper limits to their power, your devil fruit analogy doesn't make sense.
