IIRC, Sandman is extremely vulnerable to water while Liquidator is a decently high end water elemental who had no particular weakness to sand. If he was Pudding-Mix-Man or Gelatin-Mix-Man, then Liquidator would be in trouble, but as it is, Liquidator is going to treat Sandman apart at his leisure and then put his body in diarrhea of little bottles and then sell them to the crowd as commemorative sand souvenirs.

IIRC Sandman has actually defeated Hydroman in a straight up fight at least once (it was during the Sinister Syndicate's debut), and he does have more sand to work with in the arena than Liquidator does with water.
