You can say that Snapper was an "honorary" member--but to me that's a distinction without a difference. Snapper seems to be the one member who made the most meetings. And he actively participated in a fair number of the adventures. He was there at the table because they all believed he had a right to be there--he wasn't just the janitor.

He was created in the pages of Justice League, and having a non biological member on the team that can be rebuild when he gets destroyed, can be pretty useful in certain situations.
Yeah, I've never been a big fan of adding magic to the JLA(prefer that with my JSA, e.g. Spectre, Dr. Fate)

Vixen is another good choice. I prefer Black Canary to play off Green Arrow in JLA(or run with the women in Birds of Prey).
Agree with all the votes for Zatanna, Black Canary, and Vixen (nothing against Hawkwoman, just personally prefer her and Hawkman not being in separate books, they should be together). Out of the three? Tough choice. Zatanna would be the heavy hitter, Black Canary the street leveler, and Vixen the in between medium power level.
Now I just think those three together could make a damn good team book on their own.

If we're going by historic importance, it would be Green Arrow hands down. Throughout most of the Silver Age, he was pretty much considered the eighth member of the JLA.

Mary Marvel would play off all the other members really well in various ways.
I actually came in to suggest Cyborg or Martian Manhunter, depending on which of them is making up the Big 7.
I never liked MM getting the boot for Cyborg, but I do admit he (Cyborg) has earned his spot on the team.
From the old Super Powers Team: Galactic Guardians cartoon, to references in the ‘03 and TTG cartoons on Cyborg being the one to move on, it just made a kind of sense when he showed up on the team back in 2011(!).
That said, I think there’s room for both characters.
They’re different in terms of personality and powerset, and wouldnt step on each other’s toes.
Assuming that we're talking the classic seven slots filled (Superman, Batman, Wonder Woman, Aquaman, Martian Manhunter, Flash (Barry or Wally), and Green Lantern (Hal or Kyle), I'd definitely go with Vixen. She brings more diversity to the line-up and has an interesting power set (and IS a magic-based character, though she's not whipping spells up like Zatanna).
