It's gotta be Vulcan. Both the pose, but also he was essentially one with Krakoa for years (thanks to Darwin and Petra) so it would make sense.
Pepe Larraz is so good. This has that perfect ‘John walker in the Captain America suit’ energy. The outfit is good, but there are just enough small details to make it look like it ‘doesn’t fit’ and ‘wrong.’
He could be standing on a platform. We can't see his feet.
I don't know. His eyes are covered - that screams Cyclops to me - and the fact Scott is against this person could be because he knows there's no way Orchis resurrected his body and doesn't intend to use it against them.
Yes, but Jean and Monet could fly, and their corpses were on the Orchis Forge too.
To me, it seems likely that this is Cyclops's corpse from House of X 4 (the one that got shot in the head) that has been reanimated and spliced with the genetic material of other mutants by Doctor Stasis.
The head covering (why would Vulcan want to cover his face?), the suit colour scheme (the red and white of Orchis) and the hourglass symbol of Doctor Stasis on his torso seems indicative that this is the case to me.
From the interview:
"The Heroes of Krakoa have another gift to their home planet: a selfless hero from the shores of Krakoa who will defend Earth to their last dying breath," Duggan says.
This could be seen as a clue that Captain Krakoa was made from dead mutants.

Vulcan could make some sense.
I don’t know why, but Rusty Collins came to mind. Give someone like him a boost in a new role. I’d find that cool.
I think that Betsy should have been Captain Krakoa instead of Captain Britain from the start of Excalibur.
One way or another it's going to end up badly and the X-men will be forced to take him down before he puts everyone in danger.
Rule of thumb, when a brand new hero is presented in fashion of superman with rays of sunshine and cheering crowds, it's a setup to end in disaster/disapointment.
