I think people are forgetting how powerful Cable's telepathy is when he's not hindered by the TO virus.
Cable was having conversation with everyone on the planet and covered the entire world with his telepathic wavelengths. Even though he was not focusing on them, Emma with Cerebro was shown to be struggling just keeping Cable's TP out.

and a dying Cable pulled the insane TP feat of not just reading everyone's mind on earth but he even mind linked everyone on earth to each other (including the likes of the Silver Surfer, Rachel, Emma, Xavier and even Deadpool who is notoriously hard to mindf*ck).
And he was doing this 24/7 while his TK was also running 24/7 on global scale, meaning he's not even focusing on his TP 100%. He was also still growing more powerful which was why he lobotomized himself.

You may like the notion, but there is no evidence of what you say is true. First thing on him not screening out thoughts: That’s not unique to him. Literally every telepath goes through this because telepathy is a power that is constantly turned on. A telepath learns to screen out thoughts, not turn off their powers. That is why whenever people display extreme emotions, they hear it. It’s like when you ignore the background chatter only for someone with a megaphone cut through the noise. If Gamemaster were a trained telepath, his very first lesson would be to learn to block out the thoughts of everyone around him.
For the second thing, no, he has never been in Charles (with his powers anyways. Maybe when he lost them to Onslaught, Gamemaster did end up reading Charles mind) or Emma Frost’s head. The only one you can argue is Jean Grey when he trapped her on the Astral Plane, which only happened because he drugged her using someone else.
If he were to ever even attempt to enter the mind of a telepath, he would be sensed by said telepath. It would take intense prep to be able to sneak into a telepath’s mind uninvited, so the mere idea of you stating he was in Jean’s, Charles, or Emma’s heads based off of an over generalized statement is a no-limit fallacy.
Not really. More a canon vote thing. Granted, canon has stated multiple characters have been the most powerful at one point or another, but they go by consistency, which usually leads to Jean, Charles, or Nate Grey. Cable also if you consider Savior, but they most likely were thinking base level with the TO Virus. Needless to say, Cable doesn’t jump to Savior levels when he loses the virus. His powers would need time to climb back to those levels.

It's never a great idea to talk about a lady's weight, but when she's an uber-telepath who can change your mind faster than her own (and if she's really annoyed telekinetically tear you apart on a molecular level so that there's just a warm breeze where you were, and then telepathically make everyone who ever knew you forget you ever existed...)?
Definitely not a mistake you're likely to make twice.
