Yeah, that's a good one. One could argue that Oracle(one of the O-Force wannabes) wasn't even a full character design since we never see more than her face, and there's no indication that Oracle's creator actually even designed a full character appearance. Cougar at least has a postage stamp sized bio. Oracle does not have ANY bio! Literally all we have is her face and codename. However, that information was displayed in-universe.
