On your last question, the U-Foes in canon were a deliberate attempt to copy how the Fantastic Four got their powers, but they debuted and (largely) remained as Hulk villains instead of FF villains.

Red Ghost and his Super Apes should count.
He designed his rocket ship to deliberately get exposed to cosmic rays.

I've got an absolute banger of one that I've only ever told to two or three people max because I legitimately believe it stands a chance at existing one day.

I won't say anything too detailed here, but it's called Up Jumped the Swagman and three of the more consequential supporting characters in the narrative are Manifold, Ben Urich, and Wyatt Wingfoot.

It's not a happy story.
