I have no idea if he would really come out on top but one of the most critically panned cartoons in history may have a character who is in the running.

The character was conceived of as a takeoff on John Kennedy. When Kennedy was murdered, the cartoon was held back for a few years but the character was still said to be a takeoff on Kennedy.

Basically, a super strength flying guy who was also able to change into any element. In some episodes, his existence was a secret known only to one aide (which makes one wonder why he wore a colorful costume and one consisting of the Canadian colors at that), while, in other episodes, he showed up to stop bank robberies and the criminals yelled, "Oh, No! It's Super President. Run!" Makes you wonder that he had a secret identity at all since they knew he was a President of some kind.
